Legal Notice:  Request for Qualifications (RFQ) – General Counsel

DUE Wednesday, April 29, 2026, 12:00 P.M

The Okanogan Conservation District is accepting statements of qualifications from professional law firms or individuals to provide legal services related to general municipal counsel, contracting, personnel law, and other matters related to Okanogan Conservation District operations beginning upon selection on or around June 1, 2026.

The consultant will act as legal counsel to the district. Legal counsel will provide representation, advice, and interpretation of federal and state laws as well as local ordinances. The district is seeking general counsel-related legal services, anticipated to be approximately 6-8 hours per month. This would include advising the Okanogan Conservation District Board of Supervisors (the Board), and staff (primary staff point of contact to be the Executive Director) on contracting, district policies and procedures, district operations, and other matters that arise during conduct of district business.

It is expected that consultant will attend district work sessions, regular meetings, and special meetings on an as-needed basis. Meetings and work sessions are generally conducted on the second Tuesday of each month at: 1251 2^nd Ave. South, Room 102, Okanogan, WA 98840, starting at 6:00 PM local time, and are usually available using electronic means.

Consideration will only be given to statements received in person, through US Postal Service mail, or electronically via e-mail before the date and time listed above. The district reserves the right to reject any and all statements of qualifications, to request additional information concerning any statement, to accept or negotiate modifications to any statement, to interview any proposer, and to waive any irregularities in any statement following the submission deadline date, in order to serve the best interests of the district.

Statements of qualifications are due before 12:00 P.M., on Wednesday, April 29, 2026. The complete statement can be mailed or hand-delivered to Kim Kogler, Operations Director, addressed to Okanogan Conservation District, 1251 2^nd Ave. South, Room 102, Okanogan, WA 98840. A statement of qualifications can also be submitted as an electronic copy (doc or pdf format) to kimberly@okanogancd.org.
